Public Resources Code §5780 et seq.

Powers and Functions: Organize and promote programs of community recreation, parks and open space, parking, transportation and other related services that improve the community’s quality of life.

Formation: Any territory, whether incorporated or unincorporated, whether contiguous or noncontiguous.

5 Directors, elected by resident voters to 4 year terms or appointed by the Board of Supervisors to fixed 4 year terms.
